Its hard to tell. There's no source and its a Win32 PE file.
The front end uses DLL's which replicate CVS completely including the bug.
wincvs.hlp notes the bug with respect to Mac files but not DOS (WinCVS is a
port of MacCVS of course).
I looked in cygwin for a newer Win32 CVS to try but there was none. It
wouldn't fix WinCVS anyway because of the DLLs.
Why are we using 1.11 and not 1.5 or 1.9 ?
maybe an easier question ¿ Why WinCVS ?
