I've attached a patch that adds an option to the config file to disable the
multi-threaded timer driver. I hope it will make it easier to debug under
Win2k.

I've added a new section [timer] to allegro.cfg and the code looks
explicitly into it. Moreover I've updated the joystick section.

Btw, I haven't modified the other parts of the file but I'm still for adding
strong section naming.
