I just put up my MSVC 4.0 binaries at
http://home.earthlink.net/~chrislm/al3930b.zip.  I hope they help.

The files I included are aldat.lib, all3930.dll, alleg.exp, alleg.lib, and
allegro.def.  The ZIP is 349K.
