Usage of this driver does not involve making any syscalls directly into the driver; the driver provides a PPS interface into the kernel's PPS (RFC2783 API) core, and that is where the syscalls land. There is no need for a syscall exception for the driver itself as no userspace program will ever interact directly with it.
