It will measure the frequency offset relative to NTP sources or other
refclocks, but it will not correct it or do anything interesting with
it. It cares only about changes in the frequency to stabilize the
system clock as if you replaced the XO on the motherboard.

The frequency offset will be visible in the sourcestats report. The
phase offset will be moving between 0 and 1 second.
