Hello Miroslav

We manually assign IPs to Interfaces, NM_CONTROLED=NONE, but upon checking, I found that we still have the network manager service enabled.
Let me try disabling the service and try to see if still, it's causing the issue.

You mentioned 20-chrony, which is a NetworkManager dispatcher script in the chrony-3.2-2.el7.x86_64 package.

If you don't use the auto_offline option and don't have the NetworkManager service enabled, it means there is something else calling "chronyc offline"..
