There is an algoritm which is used to detect which server is "lying". 
Here is a description for the one used by ntp, chrony is similar:

Apparently the third server is no good either.

Something is wrong, the skew values are extremely high. Usually, it's
just couple ppm.

Is the client running in a virtual machine?
