Hmm, what I was observing was that my ping times are very steady on
roughly 15.9 - 16.3ms, however, chrony was reporting a high Std Dev of
around 80ms in "chronyc sourcestats"

Since raising the priority of the chrony process I now see "sourcestats"
showing a Std Dev of 132us

But...

There is more than a small chance this might be completely spurious - I
saw the high results on one machine, leapt to a conclusion and changed
the server process... I'm now looking through the "statistics" log and I
don't see any evidence of any 80ms Std Dev, so it's possible that I was
looking at the wrong line...  I don't really see how, but also I can't
repro it..
