Hello,

I have found and fixed a problem if the sensor device does not exist
when chronyd starts.

The device (GPS nmea sensor) can be missing at boot (chronyd starting
before ldattach attaches the line discipline).

The driver now logs a warning, starts without the device,
and picks it up when it appears.

This matches how OpenBSD's ntpd handles sensors appearing after startup.

Here is the new patch.
