With the latest commit it should be as you expect. It now logs
"uncooked" offsets. The second pairing is done with cooked offsets, so
one has to remove the correction from that to get the raw offset back.
When chrony slews a large offset, it might be surprising that the
logged raw PPS offset can now be over 1 second.
