When kernel boots, they cmdline parameters appears as enviromental variables (in addition to /proc/cmdline). Any script (init or any other) can read this variables and do some job.
Imagine, you can define wm=... in kernel parameters (in grub menu) and your script can start specified window manager, etc.

You can if you like to.
And some parameters are read/used.
But not that one.
