Yep and it is tazdev work to create chroot not Tazwok or cookutils.
Why ?
* Because one can use cookutils without a chroot.
* Because a chroot environment can be use for something else than
building packages... The goal of tazdev id to provide a generic
tool to manage one or many chroots (intall, clean, mount,
unmount and could do more like backup, etc)
Your remark is pertinent, so let add code in Tazdev so it can build
a chroot with: a rootfs.gz, official packages from mirror or local ones.

So Tazwok depends on GoKhlayeh and if we dont use only Tazwok on Tank
and officialy he will leave... Nice... And you me to base and build
Slitaz with a tool who depends and one guy ?
