Hi,
Ok finally it was impossible to use setxkbmap since we need a keyboard
configuration before we configure Xorg the first time. So keyboard and
locale will stay system wide configuration (but user can always use
~/.profile and setxkbmap).
That said, this commit will fix diacritcs on terminal:

This one will fix diacritcs in X (tazx did'n handle us-acentos...):
