[proaudio] specmatch-0.9: packaging

I don't know, did anyone waited for that...
Some long time ago i searched for free tool, that compares different
recording and produces filter, that changes one to match another by
spectrum.

One issue, that i got, is that guitarix2 crashes when trying to load
existing specmatch project, therefore at least for now might be better
to begin new session each time: it is not complex, just load processed
and target (goal) recordings.
No idea, whose but is this, but with new session it works OK.

Yet there are coming two depedencies, not found in all overlays from
gpo.zugaina.org.
