2.9999 in ladi-overlay doesnt track the git master branch. It
tracks the ladi branch. This corresponds to latest released tarball plus
ladi specific tweaks. There is also ladi-experimental git branch, but
I'm yet to find a way how to make both available via ebuild(s).

Latest jack2 git master branch should work with both python2 and
python3. jack2-1.9.8 works only with python2.

This is ladi branch, currently based on jack-1.9.8, and it is known to
work with pyhon2 only. You are running it with python3. I see the
proaudio overlay has some fixes for enforcing python2. The ladi-overlay
is missing them though.

I'm not sure how on-topic is all this. If you want more assistance on
installing jack through ladi overlay, I'll happily help you.
