[proaudio] An ebuild for ices-jack

You all may be interested in the ebuild I wrote to install a version of
the ice cast source client, ices, that supports jack.  I think it's
rather neato, could be used to do live web casts of jack jams and the like.

please consider adding it to this overlay.
