I'm not sure it would be precise enough, is there such thing as a label
with the exact Mhz value on every osc ? or maybe some ST have an aging
clock over time that is different from its orignal value ?

running the program would give the "real" value as it's seen by non
working programs, whatever is written on the motheboard.
