You are right. It says so in the official Hatari 2.4 release
announcement: "note that the Windows binaries don't include
PortAudio/PortMidi libraries for now".

There wasn't any reply.
But maybe it's better to build portmidi library from sources for
Windows, than use that?
I remember I had huge difficulties building portmidi (the version from
the SourceForge in Hatari's doc) from source.
