this is fixed, there was a bug in the SDL UI.

As for going back to 16 MHz, this is because TOS 4 expects a normal 
falcon with 68030 CPU and force CPU freq to 16 MHz at boot.
I made a change to do this only if CPU is a 68030, not if it's a 68040 
or 68060.
