[eigen] Eigen MRs re-opened.

Thank you for your patience these last few weeks as we have attempted to restore the Eigen project as much as possible.

We are happy to announce that we have now reopened MRs.

Unfortunately, as a byproduct of the restoration process, all previous fork relationships have been severed. This will prevent old MRs from being reopened, as well as creating new MRs from previously forked projects.

Fortunately, through the use of the GitLab API, it is possible to reestablish a fork relationship.  We provide instructions here:

If you had an MR that was open prior to the restoration, we please ask that you try to re-establish the fork relationship, and we will be able to re-open the original MR.

Update: A backup copy of the repo has been restored to the main project https://gitlab.com/libeigen/eigen. It is missing a few commits from Saturday morning, and we have not enabled MRs yet. But all release links are now working. A full recovery is expected within 72 hours.
