1) Elbuntu has just been added to the distro pages on Launchpad :) https://launchpad.net/distros .
This add will allow us a better management of releases/bugs ...
So now, if you have to talk about Elbuntu dev, please use this linnk http://launchpad.net/elbuntu .
Anyway, for normal announce (non dev), you can use elbuntu.org DNS, which is link to e17blog.tuxfamily.org :)

2) for the artwork team (isabelle & tumler) : I don't know what's your work about Elbuntu now, but please try to make Usplash picture :)
Indeed, the beta release should only have our usplash & background . The global theme will be an E theme (Milky ?).
