Historically, releases never had associated binaries, so it's not a blocker. We just release 3 source tarballs (iirc).

Tomasu has been working on a binary builder infrastructure (not sure what is the status of that) so might as well wait for that to finish until we start releasing official binaries.

I was going to do some forensics to reconstruct the exact release procedure, but I was waiting on me finishing some patches (e.g. I have a 95% done texture compression patch). I'd prefer things to still happen in that order, but if we want the release ASAP I can wait on my patches.

Otherwise, whoever does do the release, please take notes on the procedure you followed, for future reference.
