A5 applications won't run inside qemu due to some GPU error that I guess is related to the binary blob that powers the real raspberry pi. From memory the error is

'failed to get an vchiq instance'

Ok technically my setup is an ubuntu vm running on an windows7 host and then qemu inside ubuntu. Somehow I doubt things would go better if I was using ubuntu as a host or qemu on windows7. But you can still compile thing for the pi with qemu!
