Summary: Number of CPUs/Cores

Initial Comment:
This is for Allegro 5

I would like to see a function that can return the number of cores a system has. With this function, I could dynamically check to see if it's worth making multiple threads on a system. Also, for ex_threads2, it would allow it to use all cores on a hyper-threaded 6-core processors to use all threads on the system. Currently set to 9 (also, could scale down to not use more than needed)
