[AD] joystick isn't detected

My Logitech Chillstream USB joystick doesn't work (not detected) with 
Allegro 4.2 or 4.9 under Vista. It uses the "xbox" drivers that come 
with Windows Vista and shows up in the control panel just like any other 
joystick.

Is this a limitation of whatever version of DirectInput Allegro is using?
