By that you mean mouse input events, presumably. The distinction is important. The behavior you describe doesn't work cross-platform. On OS X you stop receiving nmouse events when the mouse leaves the tracing rectangle. I suppose one could extend the tracking rectangle to be larger than the window's view, but I don't know if that works well or reliably and it's a bit hacky. I'm also not convinced it's that useful a feature.
