[AD] outdated binary packages on the website

I think we should replace all the 4.0.x packages from here:
http://alleg.sourceforge.net/wip.html

E.g. instead of the all403_bin.zip users could get the binary windows
packages from allegro.cc (why is there no all423_bin.zip on SF btw?).

And all the outdated RPMs can go as well - in the unlikely case some
poor linux user downloads one of them, the next thing we would tell such
a user would be to get the newest stable version.
