I can understand that from a technical point of view.  

So if I were to use PNG graphics and build in the PNG loading and handling
options and redistribute my application, there aren't any additional
licensing burdens?

It would add more dependencies.
I think we're about pulling all bitmap format stuff out of allegro core.
