I don't know, is it?
One thing about scons though is that it's not really sufficiently standard 
(as in, generally available on pre-installed machines and workstations) to 
fully replace the normal makefiles. For Windows, this isn't much of an 
issue (since make is non-standard there anyway), but for *nix systems, it 
is. At least in my opinion.
