Have a look at makefile.all:

#     Environment variables:
#        DEBUGMODE=1        selects a debug build.
#        DEBUGMODE=2        selects a build intended to debug Allegro 
itself.

It's quite possible that this only does something on none-configure based 
platforms, but I'd assumed that it would be possible to do the equivalent 
there. If not... well, maybe we can fix it?
