All driver names that maybe possibly could exist on a given platform are
now always defined, even if the driver doesn't actually exist. Personally,
I still consider this broken behavior and I think it's caused much more
problems than it was meant to solve.
Can we please agree not to be this silly for 4.3 (and mark it more clearly
in the docs this time)?
