Hardware cursor might be a bit of a misnomer. It's actually an OS cursor (though the OS usually does do it in hardware so it's not totally mis-named). Yes, it'll be faster since Allegro doesn't have to worry about repeatedly drawing the cursor and avoiding mouse trails, and also makes it safer since Allegro won't have to draw in a timer.
