Subject: [AD] Switch to autoconf 2.53
This patch, basically Philipp's original patch, converts the configure
machinery to autoconf 2.53 or newer. It allows to remove acconfig.h from the
CVS repository. Note that it doesn't change the name aclocal.m4, which is
explicitly referenced in the autoconf 2.53 manual.
Stepan has switched to autoconf 2.53 for a long time so the patch shouldn't
break the CVS snapshots.
Applied to trunk.
