[AD] Complete patch - remove fileutils req. for dos and windows platforms

1.
This patch eliminates the need for fileutils  (rm.exe to be exact)
in dos/windows ports of Allegro (it uses the same trick as already
implemented in makefile.mgw  for "uninstall" target ...  should be safe
and portable across old dos versions, win95, win98, win2k and XP ...

2. it should also work for bcc32 but I did not test 

3. I am fairly sure I did not break anything ... tested on linux :)

4. Documentation is also updated accordingly

5. diff file is for latest (with darwing) CVS version.

patch is in unified unix text format
could somebody with write access commit this patch to the CVS ?
