[AD] New function ustrnicmp()

Mike Pichagin proposed on [AL] some time ago (01/23) to add an Unicode-aware
version of the DJGPP strnicmp() function. That sounds sensible to me, given
that we already have both the ANSI-like ustrcmp() and ustrncmp() functions,
and the DJGPP-like ustricmp() function.

What do you think about it ?
