[AD] al_parse_command_line()

i have made (and surely most of you made this al least once in your
live) a function that parses command line and sets some variables,
like the graphic mode, the resolution, to be used in the main when
setting the gfx mode.

i think that it could be modified a bit and added into Allegro
(if u don't like globals maybe it can return a struct or well use
you imagination, for me globals are ok in a func like this...)

there could also be added other things, as you like...

here is attached the function *as is* right now (so it uses my
format style :P ... etc) if u want to have an idea.

what do you think?
(ah yes the feature freeze... but i'd like to have an opinion
anyway... :)
