Done. 'menu_opening_delay' now belongs to the [system] section.

However, I've not yet updated the docs because I'm not very pleased with the
new behaviour relating to top-level menu bars: why does the code bypass the
delay for top-level menus ?

I think we could either make it use the delay for top-level menus too or,
perhaps better, make it auto-open top-level menus only if another menu from
the same bar is already open.
