[AD] Problem with mouse in v3935 / win2k, win98

Hi!

It seems that there's a problem in the 3.9.35 version of allegro.
I guess it's related the win2k keyboard fix.

It seems like the mouse reacts more slowly and less precise than in
the last WIP version. I also get direct "jumps" from one mouse pos
to another instead of a fluid motion.
It also seems like the "mouse speed" is not constant (if I move the
mouse 2 times with roughly the same speed over roughly the same
distance the result on the screen can vary dramatically).

I checked this with winME, win98 and win2k and the effect seems to be
the same on all of these platforms.

The same program works fine if I link against the 3.9.34 instead-
but it won't work under win2k then.
