[AD] key_shifts bug?

If you press one modifier key, then the other, then release the first, the
key_shifts variable will clear the modifier flag, even though the second
key is still down.

Is this considered a bug?  If so, the point to fix it is in misc/pckeys.c,
around line 394.  Maybe someone will get to it before me ;-)
