Our grants are made available through rounds of applications, which take place every April and November. For this need to apply until 7th of May (for the current round). Instructions are available in our website. About 10% of application will get the approval. In two rounds we approved a good number of projects which are covered in our budget, which is around half a million euro a year.
If you are applying for the World of Difference program, you have separate instructions and form for your applications.
Overall speaking, we haven't yet experienced the organization of any conference, rather measurable results and clear targets of the proposed qualitative project in support of people in need - submitted by the NGO or individuals in an application round.

I am working on two projects in Albania at the moment, a conference in
Vlore on the 11/12 of Sept hosted by the free/libre open source
software Albania

flooding in shkoder

It would be great if you can sponsor the conference and the
association, we need money to pay the travel expenses of good
speakers, and we need high speed wifi and maybe 3g coverage of the
conference.
For the flooding we need money for GPS and I would like to travel
there and built up an osm team, train them.
