Well, lets look at, for example

Note that there is no mention of NTP  or time server in that document at all

Oh come on...
When you do not know what to use DHCP for, you might as well not reply.

DHCP does not only provide an IP address.  It provides lots of other info, and
some of it can be the address of an NTP server.  Like it gives you a default
gateway, one or more DNS servers, etc etc etc.
