The pertinent phrase is “practical purposes”, which is a subjective statement. 🙂

As to what they are using for synchronization between the stratum 1 and stratum 2 servers, they are using NTP. It is common practice to put a group of stratum 2 servers in front of a stratum 1 server in order to handle larger loads while protecting the stratum 1 server. The servers that you speak to are honestly and correctly advertising themselves as stratum 2. That isn’t a misbehavior that needs to be corrected.

Although I don't know their exact synchronisation mechanism between their stratum 1 and stratum 2 server, considering that this is a government organization providing the official time of Canada, it is likely that they use highly accurate synchronisation methods
