The PPS refclock is using the lock option, but specifies a nonexistent
refclock. It should be "GPS". You might want to also add the
"noselect" option to the SHM 0 to be used only for locking and not
synchronization.
If the GPS refclock is providing samples before the receiver is
locked, I think that would be a hardware/firmware issue, or possibly
something in gpsd.
