Here is an unofficial chrony package built from current git for Fedora
and EPEL:

https://copr.fedorainfracloud.org/coprs/mlichvar/chrony/

If you don't want to run development code, in the list of builds you
can find 4.0-0.100.20201007gitd327cf, which corresponds to the final
4.0 release.
