chronyd doesn't work with NMEA. That's the job of gpsd, which uses the
SHM or SOCK protocol to feed chronyd with samples.

You can build chronyd with the --enable-debug option and then start
chronyd with two -d options. There should be a message explaining why
the samples from gpsd are dropped (if they are received at all).
