With more servers/peers it should be less likely to hit the problem.
"initstepslew foo bar baz" is basically just a shorthand for:
server foo iburst
server bar iburst
server baz iburst
If no two sources agree with each other, the selection will fail.
There is no way to specify a trusted source in initstepslew.
If you need to mark one source as trusted, you may need to replace
initstepslew with a chronyc waitsync command.
