FWIW, I think by the time you combine the cost of the GPS, expend the labor to set up GPSD and the configure OS for a reasonable latency, it will probably have been a lot less expensive to buy a hardware NTP device. A LeoNTP (https://v3.airspy.us/product/upu-leontp/) is $350 and provides far greater accuracy than you will achieve from a host OS and can serve tens of thousands of clients.
