Reach is 1, which means it has only one sample. It needs 3 samples
(reach 7) before it can update the clock and make a step. With the
chronyc sourcestats command you can see the number of samples directly
in the NP column.

The Leap status should be "Normal".

Hm, with minpoll 8 (256 seconds) chronyd should have 3 samples per
source after about 9 minutes, so I'm not sure why 17 minutes is not
enough.
