Interesting. I think one way to verify if nohz is really disabled is
to check the interrupt counter in /proc/interrupts. On a x86_64
machine with 4.2.6 kernel booted with nohz=off I can see the LOC value
is gaining about 1000 per second as expected.

Does the recompiled kernel have the same CONFIG_HZ as the one you
tried before?
