Hm, this is actually a bug.
chrony.txt is included in the tarball so it doesn't have to be
translated from chrony.texi. It seems the problem is that chrony.texi
is now created by the configure script from chrony.texi.in and
Makefile tries to remake the target as it's older than the source.
